General Summary:

The General Manager is Chief Executive Officer of the Suburban Mobility Authority for Regional Transportation (SMART) and is responsible for and has authority over all operations and activities of the Authority, subject to the provisions of the enabling legislation (as amended) and to the by-laws, policies, program limitations, and budgets established by the Board of the Authority.

Duties and Responsibilities:

  • Selects and appoints staff support.
  • Establishes an organizational structure with outlines duties and performance standards.
  • Executes contracts and commitments.
  • Responsible for all aspects of managing a public transportation system including finance, administration, operations, maintenance, human resources, planning, and marketing functions.
  • Establishes and maintains favorable relationship with federal, state and local government representatives and agencies and with the general public; ensures that the programs and stated goals and objectives of the Authority are supported to the fullest extent possible and that they are responsive to the needs of the public it serves.
  • Keeps the Board informed at all times as to the status and activities of the Authority.
  • Develops, plans, programs, procedures, policies, and budgets necessary to implement established policies of the Board. 
  • Make recommendations to the Board for new or modified Authority policies.
  • Provides staff support to the Board for policy-making and overview functions (e.g. special analysis, financial and operational reports).
  • Oversees the implementation of training, promotion, classification, pay, grievance, discipline, and other personnel programs and policies.
  • Responsible for negotiations with employee representative groups.
  • Ensures adherence by all Authority staff and its contractors to the Equal Employment Opportunity policy of the Board.
  • Maintains an accurate and current record and reporting system as to the Authority’s financial and operational circumstances.
  • Obtains Board approval prior to the execution of contracts of value in excess of $50,000.
  • Approves changes in routes and schedules in accordance with Board policy.
  • Inspects Authority-owned and operated equipment, offices, yards, garages and other facilities.
  • Reviews major accident and claims cases.
  • Ensures desirable working conditions of the Authority.
  • Attends all meetings of the Board.

Knowledge, Skills and Abilities:

  • A Bachelor’s degree (Master’s preferred) in public administration, business administration, urban planning, regional planning, transportation management, or similar field of study, or a Juris Doctor degree.
  • At least five (5) years in a senior management position with overall responsibility for a public/private sector agency with extensive experience in union management relations, financial management and budgetary controls, and intergovernmental and community relations.
  • Effective verbal and written communication skills.
  • A willingness to meet with the general public on matters of transportation planning, transportation demand management and regional transit programs.
